What is it
QGIS is an Open Source Geographic Information System (GIS) software designed for managing, analysing and visualising geospatial data and information.
When to use it
It can be used to create, edit, visualise, analyse and publish geospatial information in which location and geometry are relevant components. QGIS's capabilities can be extended with plugins coded in Python or C++ that add additional functionality to the original application.
